Drop the bridgebuilder's sharp axe (from the mines' railway level, far left) on the lid: it opens. Carry the aqua lung and the flippers and dive in: the pit leads down into a flooded chamber of the mines, where the pair of brass cymbals lie, with four stars. The pit is one way: swim west out of the chamber into the mines, and leave them by The minecart.
Why it works
Under water, Dizzy's breath lasts two seconds without the aqua lung; the flippers make him swim up with each press of jump instead of sinking.
