A fire needs something to burn and something to light it. The first is in the village (third floor, low down), the second is far away, on the grasslands, behind a guard.

Carry the pile of dry straw into Denzil's pad and drop it beside the block of ice (stand left of Denzil, not right next to him: B by him only talks). Later, bring the dry match from the grasslands (The little fellow on the high path) and drop it on the straw. "The hot fire thaws the ice and Denzil is released from his cool jail. He is very grateful and he gives you his flippers."
