The far side of the bay
The bay is wide, and Dizzy can't swim: in deep water he sinks to the bottom and walks. How do you reach the beach on the far side?

Walking along the bottom works, but the far shore rises out of the water, and getting up there means swimming up.

Somebody in the village keeps a pair of flippers for swimming, and will give them to whoever helps him.
